Why is the "Resources" tab greyed out when I have full permissions?

The "Resources" area has it's own permissions. The user who was the main site contact when the site was setup should have this permission and therefore permission to grant it to you. See the "Creating Booking Managers" section of the "Resource booking" guide for instructions on how to assign permissions in that area.
